The reason for the fork of semantic-release to semantic-release-plus is because the core of semantic-release does not allow filtering by commit path. So when you analyze commits it will look at all the commits no matter where they are. This does not scale to a monorepo. As you can imagine if you had 50 apps in the mono-repo and many people working on each of them then the number of commits that needs to be processed to release a single app becomes huge and largly irrelevant.
